Income Tax (Earnings and Pensions) Act 2003 section 619

The House of Commons Members' Fund

Section 619 identifies the periodical payments from the House of Commons Members' Fund that fall within the scope of this part of the Act.

  • The section applies to regular payments made directly from the House of Commons Members' Fund, established in 1939 and now largely superseded by the Parliamentary Contributory Pension Fund since 1964.
  • It also covers payments made from sums that have been formally set aside (appropriated) from the Fund, as well as any income earned on those appropriated amounts.
  • Payments from the Fund itself go to former Members and their dependants who qualify under the House of Commons Members' Fund Act 1939, while payments from appropriated sums and their income go to those who qualify under the 1948 Act instead.
  • The section affects a very small number of taxpayers — possibly no more than 100 — and deals only with the treatment of grants received, not with Members' contributions, which are no longer paid.
