Determining the appropriate band for heavy goods vehicles

Schedule 1 paragraph 4 sets out how the appropriate levy band is determined for any heavy goods vehicle that has a revenue weight exceeding 12,000 kilograms, based on the vehicle's weight, number of axles, and type.

  • Heavy goods vehicles over 12,000 kg revenue weight are classified into bands (A to G) according to their weight, axle count, and whether they are rigid vehicles or tractor units drawing trailers.
  • The band determines how much HGV road user levy the vehicle's keeper must pay for using UK roads.
  • Vehicles with higher weights and fewer axles generally fall into higher-cost bands, reflecting the greater wear they cause to road surfaces.
  • The banding structure was amended by the Finance (No. 2) Act 2023, which updated the schedule as part of broader reforms to the HGV levy framework.
