Power to stop

Section 10 gives authorised officers the power to stop vehicles on roads in Great Britain to check whether the HGV road user levy has been paid.

  • A stopping officer may direct the driver of any mechanically propelled vehicle in Great Britain to stop if it appears to the officer that the vehicle might be a heavy goods vehicle.
  • The purpose of this power is solely to enable checks on whether any HGV road user levy remains unpaid in respect of the vehicle.
  • A stopping officer is an officer specifically appointed under section 66B of the Road Traffic Act 1988.
  • The power applies across Great Britain, meaning England, Scotland and Wales.
