Regulations

Section 17 sets out the Secretary of State's broad powers to make regulations to implement the HGV Road User Levy Act, including the scope and parliamentary oversight of those regulations.

  • The Secretary of State has a general power to make regulations to give effect to all provisions of the Act.
  • Regulations may distinguish between different cases, circumstances, or parts of the United Kingdom, including treating UK and non-UK heavy goods vehicles differently.
  • Regulations may include exemptions, transitional arrangements, and any supplementary or consequential provisions needed.
  • All regulations under the Act are made by statutory instrument and are subject to annulment by a resolution of the House of Commons.
