Commencement

Section 21 explains when the HGV Road User Levy Act 2013 comes into force and the powers available to bring different parts of the Act into operation at different times.

  • The Act comes into force on dates set by the Secretary of State through commencement orders, rather than automatically on the date it was passed by Parliament.
  • Different parts of the Act can be brought into force at different times and for different purposes, allowing a phased introduction.
  • In particular, different transitional arrangements can be made for UK heavy goods vehicles compared with non-UK heavy goods vehicles, recognising the practical differences in implementing the levy for each group.
  • Sections 17 to 22, which deal with regulation-making powers, orders, interpretation, the financial provisions, commencement itself, and the short title, came into force immediately on the day the Act was passed.
