Membership

Section 3 sets out who the members of the Welsh Revenue Authority (WRA) are, how they are appointed, and the distinction between non-executive and executive members.

  • The WRA board comprises a chairperson and between 4 and 8 other persons appointed by the Welsh Ministers, plus the chief executive, 1 or 2 staff members appointed by the chief executive, and 1 staff member elected under a separate process.
  • The Welsh Ministers may designate one of their appointees (other than the chairperson) as deputy chairperson.
  • The Welsh Ministers can change the specified numbers of members by regulations, provided that non-executive members always outnumber executive members.
  • Members fall into two categories: non-executive members (the chairperson and the ministerially appointed members) and executive members (the chief executive plus the staff members appointed by the chief executive or elected by staff).
