Chief executive and other staff

Section 9 sets out the arrangements for appointing the chief executive and other staff of the Welsh Revenue Authority (WRA), including who makes appointments, on what terms, and the civil service status of WRA employees.

  • WRA must have a chief executive who is responsible for ensuring WRA's functions are carried out efficiently and effectively.
  • The first chief executive is appointed by the Welsh Ministers on terms they decide; all subsequent chief executives are appointed by WRA's non-executive members on terms approved by the Welsh Ministers.
  • WRA may appoint other staff on terms it determines, subject to the approval of the Welsh Ministers.
  • Both the chief executive and all other WRA staff are classed as civil servants of the State.
