  • Regulation 12(1) of the Road Vehicles (Registration and Licensing) Regulations 1971 continues in force until it is formally revoked.
  • The regulation is to be read as if amendments made by the Finance Act 1987 to section 23 of the Vehicles (Excise) Act 1971 had already been in effect when the 1971 Regulations were originally made.
  • This is a transitional saving provision that prevents a technical gap arising from the sequencing of legislative changes.
