Registration of vehicles: certificates of conformity etc

Section 22B sets out the type-approval certification requirements that a vehicle must satisfy before it can be registered in Great Britain or Northern Ireland, distinguishing between vehicles completed before and after IP completion day (31 December 2020).

  • Vehicles completed before IP completion day can only be registered in Great Britain if they were already in the UK before that date, are qualifying Northern Ireland goods with an EC certificate of conformity, or hold a relevant UK certificate.
  • Vehicles completed on or after IP completion day can only be registered in Great Britain if they are qualifying Northern Ireland goods with an EC certificate of conformity based on a European approval, or if they hold a relevant UK certificate.
  • For registration in Northern Ireland, vehicles must either hold an EC certificate of conformity based on a European approval from an EU State, or hold a relevant Northern Ireland certificate (or, for pre-IP completion day vehicles already in the UK, a relevant UK certificate issued before that date).
  • A "relevant UK certificate" includes various forms of domestic type-approval documentation such as certificates of conformity, Minister's approval certificates, and certificates issued under the Road Vehicles (Approval) Regulations, while a "relevant Northern Ireland certificate" covers the equivalent Northern Ireland documentation and certain EC certificates issued on the authority of the Secretary of State in relation to Northern Ireland.
