Penalties and fines

Section 56 deals with where penalties and fines collected under the Vehicle Excise and Registration Act 1994 must be paid.

  • All penalties recovered under this Act must be paid into the Consolidated Fund (the government's general bank account at the Bank of England).
  • The usual rules for applying customs and excise penalties (under the Customs and Excise Management Act 1979) do not apply to penalties recovered under this Act.
  • Any fines imposed under this Act must also be paid into the Consolidated Fund, even if they would normally be directed elsewhere.
  • The effect is that all monetary sanctions under this Act flow directly to central government revenue rather than being retained by other bodies.
