Section 64 explains the purpose and effect of Schedule 4 to the Act, which deals with transitional arrangements, savings, re-enactments and temporary modifications arising from the consolidation of earlier vehicle excise legislation into this Act.

  • Schedule 4 provides transitional provisions to ensure a smooth changeover from the old legislation to the new consolidated Act.
  • It preserves (or "saves") certain rights and obligations that existed under the repealed and revoked legislation, so they are not inadvertently lost.
  • It re-enacts provisions from the old legislation that had been repealed but were not yet in force, ensuring they remain available to be brought into effect in the future.
  • It makes temporary modifications to the Act itself, allowing for adjustments during the transition period before all parts of the new legislation are fully operative.
