Vouchers: general

Paragraph 7 of Schedule 2A allows the Secretary of State to make regulations applying existing rules about vehicle licences and forgery offences to the voucher system used when vehicles are immobilised, removed, or disposed of.

  • Regulations may apply existing vehicle licence rules (section 19A) and forgery/fraud offences (section 36) to vouchers issued under the immobilisation scheme.
  • The Secretary of State has discretion to adapt these rules with additions, omissions, or other changes as considered appropriate.
  • This power is in addition to, and does not limit, the voucher provisions already set out in paragraphs 5(4) and 6 of Schedule 2A.
  • The overall effect is to ensure that vouchers used in the vehicle immobilisation and disposal process are subject to similar regulatory controls and anti-fraud protections as vehicle licences themselves.
